Benefit from enforcing global trade barriers?

Hi,

What developing countries have benefited from enforcing global trading barriers?

If a developing country imposes trade barriers that protect local industry, then local industries have a better chance of surviving against more competitive developed industries.

Does anyone know of any developing countries that have followed this process to protect local industries from global competition?
